Wi-Fi Decision Expected From FCC

According to a report in Communications Daily, the FCC is expected to rule against Massachusetts Port Authority’s demand that Continental Airline remove its Wi-Fi system from its frequent flyer lounge at Boston-Logan International Airport. EWA, and its airport members have been involved in numerous meetings and other efforts at the FCC supporting Continental’s position that Massport’s attempted lease restrictions are preempted by FCC Over-the-Air Reception Devices (OTARD) rules. The ruling would have a positive impact on all tenants that have, or will have, Wi-Fi deployments.

ULS Changes Unexpectedly Moved Forward

On August 26-27, the FCC planned to make some changes to the Universal Licensing System (ULS) file formats used by all Frequency Advisory Committees to electronically file coordinated applications. However, the Licensing Division elected to implement those changes two days earlier without prior notice to its frequency advisory committees, thus creating a number of application submission problems for all coordinators. The Licensing Division has since implemented some corrective measures, but some additional issues remain that EWA must address on an application-by-application basis. In spite of these application-processing challenges, EWA has endeavored to coordinate and file license applications as expeditiously as possible.

FCC Schedules Auction of 1.4 GHz bands Licenses

The auction for licenses in the 1.4 GHz is scheduled to commence on February 7, 2007, according to the Wireless Telecommunications Bureau. A total of 64 licenses will be auctioned in the paired 1392-1395 MHz and 1432-1435 MHz bands, and in the unpaired 1390-1392 MHz band (collectively the 1.4 GHz bands).

In the auction, known as Auction No. 69, two 3-megahertz blocks, each consisting of a pair of 1.5 megahertz segments in the 1392-1395 MHz and 1432-1435 MHz bands, will be offered in each of six regions known as Economic Area Groupings (EAGs). Additionally, one 2-megahertz block of unpaired spectrum in the 1390-1392 MHz band will be offered in each of 52 geographic areas known as Major Economic Areas (MEAs).
